In the Power BI Admin portal, the organization settings are configured as follows:
For some reason, only one user is able to export data from a visual, as shown in the screenshot below. This user is not the owner of the report but is an admin of the workspace. Other admins of the workspace, including myself (the owner of the report), do not have this option.
Does anybody know why is that happening?

There have been a lot of wobbles in this functionality recently. You can wait for it to shake back into place but I'd recommend raising a ticket.

I tried to create a report with a workspace role for the account of member, and publish it to Power BI Service:
The Power BI desktop option setting is as follows:
When I use the above two options, the admin and member (report maker) in the workspace are able to export to Excel normally:
Are you able to reproduce your current situation in a simple report? If you can describe how to reproduce this issue, it would be helpful for me to investigate it.
Also, can you check that your report is within the following limits:
