Issue sharing Outside my organization with other pro users

This should not be an issue
The only thing that springs to mind is if you are in a Government cloud and the other user is in the commercial cloud.
If so the licenses currently cannot be shared.

I 'm sure i'm not in goverment cloud. My client has a pro licence as well as his collegues and they all get an upgrade to pro message with the reports I share with them.

That could possibly be what it is?
I share on a daily basis with external users who have Power BI Pro licenses and they do not have any issues.
Could it possibly be that the reports are shared from Power BI Premium. If so because the reports are Shared you would need a Power BI Pro license.
If an app is shared with users on Power BI Premium they would NOT need a Power BI Pro license.
