I am trying to share an Application to the my entire organization and the option to select that is grayed out. Any ideas?

You can try republishing the report to a different workspace and then creating the app.
Or you can deploy a pipeline to migrate that workspace content to another workspace and then create an app to distribute to your organization.

You can't automatically install an app for an entire organization. You notice that when you select the checkbox for install app automatically, the option for entire organization becomes inactive.
You can set it as shown in the following figure

The "Install this app automatically" button is delselected, yet the share to entire org button is still grayed out

I would chat to your Power BI Admin as this might have been restricted in the Power BI Admin Tenant settings.
