Issue / Bug with Row Level Security when publishing App

Hello, 

I have row level security on for each of my three countries, but the management group is not assigned to a specific country so therefore they are not added to a role. When publishing the workspace to an App, all users without a role could not access the report.

I had to create a new role with no rules/filters and apply the management team to the role in order for them go gain access, is this the real solution or is this a bug/error when publishing the App that non role users lose their access?

Hi @Anonymous,

What you got is expected. If the dataset has RLS roles configured on Power BI side, as long as users access the related report of this dataset, he/she requires to be a member of one of RLS roles. Otherwise, the user will not able to access the report.
