You definitely don't want to use the Publish to Web feature - there is no security at all.
You need to use Embedded. They won't need a license, but they will need an account to log in to provide the security. More at Power BI embedded analytics overview - Power BI | Microsoft Learn
You will be the one paying for the capacity and licensing with an embedded capacity.
