Is there a way to create a new measure on https://app.powerbi.com/?

I need to create a constant do control my graph. 
I take all my values from a forms using https://flow.microsoft.com/, so I can't fake data to control the graph, because it should be independent of date, once that is my filter.

You cannot currently manipulate the data model solely in the Service such as creating measures in a dataset. You have to do that in Desktop.
