Can you please confirm that if a free Power BI license user creates and publishes a report, will it become publicly available to anyone ? Is the report link is public?

No, only after you shared your reports/dashboards with others, the reports/dashboards can be accessible by others which you have shared with, no matter you're a Power BI Free user or Pro user.

Hai, but when we embed the power BI chart in public website/blog, other person who want to see the chart or dashboard he has to sign in power BI or microsoft, does he can see without sign in like other see embeded tableau public chart without login too, please let me know

No. it is not. When you create a report in Powerbi free version, you still have control over your contents and it is only light weight version of PowerBI with only missing features than pro version are either related to sharing and collabrating between users  or refreshing data.
