Is the detection of Pro content broken?

I have two examples of dashboards that I am 99% certain do not utilize any Pro features, that when shared give the user the "this dashboard uses pro content warning"

Power BI Desktop pbix file

• In Desktop query data from on premise Sql Server relational database
• Model and visualizations are built in Desktop
• Dataset and reports are published from Desktop to PowerBI
• The pbix size is about 200 M
• I do not have refresh schedules
• I am not using either of the connectors
• I manually update and publish the data from Power BI Desktop about once a day

Excel file on One for Business drive

• I have a collegue that has a single 8 meg excel file that he saves on his one drive for business
• He then builds the visualizations online
• He updates by manually updating the file stored on one drive

I am seeing a pro content warning when he shares his dashboard with me and likewise he is recently seeing the same when he goes to the one I share with him.

Niether of these scenarios look like they use Pro content and it seems like something isn't working correctly. If they are using pro content I sure would like to figure out what it is!
