When I make a report i experience that the filter settings that the users have made, are being overwritten by the filter settings that I have made in the report when I publish a report.
Is it possible to somehow avoid this ? so that the filter settings the users have made are never overwritten when I publish the report ?

When you publish a new report, the filters will be overwritten, and there's no way around it.
What you can ask the client for is the default filters they want applied in the report. After that, they can adjust them as needed.

Thank you for replying.
Another method is to use Report level filters in Power BI Desktop to set the default filter conditions for all users. These filters will apply automatically when users open the report, but they will not overwrite user-applied filters as long as persistent filters are also enabled.

that's also not an acceptable solution .. the users own filters need to persist .. that's actually what the whole problem is about ..

yes, they can make personal bookmarks in power bi service, in this way they can go back to the filters the applied within one click

if I don't want to make bookmarks (or the users shouldn't make bookmarks) and I don't want the filtering options that they already have made to be overwritten .. what could/should I do ?
the bookmarks on the web are different on the bookmarks on the desktop, it just capture automatically the filters, there's no development in it.
its like bookmarking a website.

You can keep each user’s filter settings intact by making sure persistent filters are left on and not disabling them in your report’s settings. In Power BI Desktop, open File → Options and settings → Options → Current File (Report settings) and ensure that “Don’t allow end users to save filters” is not checked so that the service remembers each user’s customized filters between sessions
