Is it normal for many Personal Workspaces to be assigned to Premium Capacity?

Hello Community,

I'm the Power BI Admin for my org and I was doing some review and analytics on our workspace volume and discovered that MANY personal workspaces have been assigned into one of the Premium capacities.  I have the option disabled so users cannot move the workspace to Premium.  I have analyzed this list many times over in the past and have not seen this before.  
Does this seem like a bug in Power BI Service? I know there's an API to bulk assign personal workspace to a capacity, but I'm the only admin and I did not run this. 

I know I can move them out of Premium, but I will have to check about published content and viewing access first to not disrupt business operations.

Thoughts? ideas?

Hi. Consider two settings. The first one at the tenant setting admin portal:

Then check the capacity settings:

Once of those could be making trouble.

If you're seeing personal workspaces unexpectedly assigned to Premium Capacity, start by checking if any APIs like 

AssignWorkspacesToCapacity or AssignMyWorkspaceToCapacity were used—these can override tenant settings. It’s also worth reviewing your workspace management settings and tenant policies to confirm nothing has changed. To see who made the changes, check the Microsoft Purview audit logs, and double-check your Power BI admin roles to rule out actions from other admins. Lastly, visit the Power BI support page in case this is part of a wider service issue.

Hello to @v-sshirivolu and @ibarrau - Thank you both for the information. 


My issue turned out to be that the Preferred Capacity for MyWorkspace was enabled with a Premium capacity.  But the information provided to search Purview was also incredibly helpful to understand. 


One additional question, I'm trying to run this API https://learn.microsoft.com/en-us/rest/api/power-bi/capacities/groups-assign-my-workspace-to-capacit... and using the empty GUID of all zeros as suggested but getting Response code 400.  I'm searching for how to resolve this, but are there any ideas on that?
