Is Power BI Pro the same thing as Fabric?

Because you can use Fabric workloads with a Fabric trial license, it's closer to Power BI Premium, but not to Power BI Per User (PPU).

First, Microsoft Fabric and Power BI Pro are not the same. Here you will find an introduction to Microsoft Fabric: https://learn.microsoft.com/en-us/fabric/get-started/microsoft-fabric-overview
Power BI, is one part of Fabric. You can still use Power BI as you did one year ago, creating reports, dashboards, semantic models, and dataflows.
If you are not intereested in the additional capabilities of Microsoft Fabric - go for Microsoft Pro licensing. This will allow you to do everything Power BI based things. With Pro licensing you can not use Power BI Premium features, and you can also not use features that come with Microsoft Fabric, like creating lakehouses, using notebooks, and more data analytics workloads.
