I have a question about the use of dataflows that are configured with incremental refresh.
If such a dataflow is residing in a Premium per User capacity enabled workspace, does it mean that,
1. a user that connects to the dataflow to create a report upon it, needs also to have a Premium per user License?
2. a user that only consumes a already created report (that uses the dataflow as a source) also needs to have a Premium per user License, or is a Pro User enough here?
I wasnt able to find this facts in the Microsoft documentation.

Yes, that's correct. In the scenario you described, consumer users can access and consume the dataflow with incremental refresh even with a Free license.
Consumer users must have at least read access to the workspace where the dataflow resides.

Yes, if the user connects to a data flow or a Power BI dataset that is using premium per user licencing each user using either the data flow or a Power BI report would need to also have a premium per user licence.

If the dataflow with incremental refresh would reside in a Premium Capacity (not PPU), built by a user with Pro license, the consumer user only needs to be a Free license user, right?
