Is On-Premise gateway required now when fetching data from Azure SQL Database? (2020 Dec~)

I noticed that PBI document is updated as follows.

Does it mean that I have to install an on-premise gateway for dataset refreshing when fetching data form Azure SQL Database?

I noticed that the latest documentation describes it as follows:

If your data sources are behind a firewall, require a VPN, or are on virtual networks, gateway is needed.
