Do we need a Gateway for an Oracle Cloud Database? Has anyone used it in their implementation? Please help me with related articles and steps to configure the on premise Data Gateway.

In addition to the response provided by @lbendlin , please follow the steps mentioned below, which may help resolve the issue:
If the Oracle Cloud database is publicly accessible, a data gateway is not required. You can use DirectQuery or an ODBC connector to connect Power BI directly to the Oracle Cloud.
If the Oracle Cloud database is within a private network, a data gateway is required.

Any data source that is not directly visible from the Azure service requires some type of gateway.
