We think we need to provide a valid Authorization Bearer (Azure Access Token) to call this api, please try it in this document, https://docs.microsoft.com/en-us/rest/api/power-bi/admin/getactivityevents#code-try-0, you can see that it will generate a authorization bearer and pass it with the api.
