Incremental refresh triggered by Power Automate
Following Microsoft official documentation, we have "Dataflow incremental refresh determines dates according to the following logic: if a refresh is scheduled, incremental refresh for dataflows uses the time zone defined in the refresh policy. If no schedule for refreshing exists, incremental refresh uses the time from the computer running the refresh"

As far as I know, the power automate trigger powe bi refresh function is just a power automate product to issue an API call to call the data refresh of the specified dataset of powe bi, but the actual refresh background and all operations are done independently on the Power BI side, so the powe bi of the power automate trigger incremental refresh still follows the time zone principle of incremental refresh:
Dataflow incremental refresh determines the date according to the following logic: If you schedule a refresh, the incremental refresh of the dataflow uses the time zone defined in the refresh policy. If no refresh schedule exists, incremental refresh uses the time of the computer running the refresh
