Incremental refresh seems not take effect

Thanks for Tutu_in_YYC and lbendlin reply, that's really helpful.
JosieGuo As a supplement, a refresh beyond 2 hours will cause a refresh failure in a non-premium capacity. I recommend you buy premium capacity to increase refresh time limit to 5 hours.
If your report is already in premium capacity, you might consider using XMLA endpoint to create more advanced partition and refresh scenarios to improve refresh performance. With Premium capacities, refresh operations performed through the XMLA endpoint have no time limit.

Two things we can look into to start:
1. Using SSMS, connect to the semantic model and check if the incremental partitions are indeed being created
2. "Insufficient memory" usually means you probably do not have the right license (ie capacity) to perform the operations. Are you on Fabric/Premium capacity or just Pro/Free license?

3. Use ALM Toolkit to selectively sync the changed meta data without partition reset.
Why do you need incremental refresh for that data source?
