Incorporate usage metrics into dashboards

We are using the built in data model with usage data and building on top of it to create a custom usage metrics template that we will eventually incorporate into each dashboard we have. 

I know that one of the limitations of doing it this way is that there is no way to report usage across workspaces. Does anyone have a workaround for this? Is the solution template (below) that costs money for the template and an azure subscription a way to do this? Is it the only way?

Another limitation is that the created reports and dashboards that use this data cannot be published inside an app. What is the best way to distribute the usage metrics information to our end users of the dashboard? Our end users do NOT have Pro licenses but I tested and they can consume this information with a premium site license.
