It seems that there is no better option than using tooltip for us to show the explaning.
I'm using the Tooltips option, but I like the description for each value of the legend, I just want it to appear only once.
Besides, your requirement is not supported in Power BI currently. You could post your new idea to Power BI idea Forum.
