Hi, could any one share to me how to set up inclusive / exclusive user group who was disabled or enabled in sharing / export Power BI data?

First you need to enable the relevant options in the powerbi admin portal.
Also for the exclusive / exclusive user you mentioned is it a user inside the organization and a user outside the organization? If they are users within the organization, add them to the group directly; if they are external users, you can set them as guest users first and then assign them to the group uniformly.
