In Power BI preimum Capacity , workspace members and Admins still need pro license?

Hi All 

Recently our Organization purphased Power BI primum capacity  , when users are in contenet pack or as members in workspace 

they are messages  for prolicense  upgrade even when we convert App workspace to Primum capacity instead of shared capacity .

Once we create App on that workspace and access given through app then only they are able to access .

My doubts here are  ,

1. Do we still need of Pro license for the admin\memeber of the  Primum app workspace

2. cant we publish reports to App workspace without prolicense .

Do I need Power BI Pro to use Power BI Premium?
Yes. Power BI Pro is required to publish reports, share dashboards, collaborate with colleagues in workspaces and engage in other related activities.
