In Azure PPU license is transferable between users

Hello paritosh_mishra ,
yes, when you purchase a license you assign it to users in the Microsoft 365 admin center, you can uncheck it for a users and reassign it to another.
How to do it (Microsoft 365 admin center):

Go to Users > Active users.

Select the old user, click Licenses and apps, and uncheck the PPU license.

Select the new user, go to Licenses and apps, and check the PPU license.

Further just to onto one of your questions is that you can move licenses between users and not incur any additional costs.

As Idrissshatila and GilbertQ said, you can remove a Power BI Premium Per User (PPU) license from one user and assign it to another in the Microsoft 365 admin center. PPU is a named-user license, so you’re reallocating a seat you already own, not increasing capacity. There’s no additional cost and your subscription billing stays the same even if you purchased through Azure.
When you unassign a PPU license, the change takes effect quickly, the old user immediately loses access to PPU-only features and content. After assigning the license to the new user, make sure they also have the correct workspace or app permissions to access what they need.
