Import a Desktop Built report into Service with auto updates from Semantic Model

My question is if you can build a Report in PBI Desktop, and then port it into Service (somehow) so that when the dataset is updated the report is automatically updated.

I can have the Dataset (Semantic Model) built for auto-updating, however I can build more robust Reports in DT which is why I'm asking.  I just don't know how to link the data to the report once it's published (or would it be from the report to the Semantic Model?)

You seem to be descirbing the standard functionality of publishing from Power BI Desktop to a workspace.  Please provide a more detailed explanation of what you are aiming to achieve. What have you tried and where are you stuck?

Reports that are published are static.  I have to re-publish to update any data.  I'm looking for a method so that I can put a dataset into pbi service and have reports that are built using Desktop (instead of building the report in Service/Fabric) that reference different Datasets in Service to that they update automatically when the dataset is updated.

In other words, I don't want to build the reports in Service/Fabric.  I want to build them in Desktop and then port them into Service/Fabric somehow and reference the datasets in Service.  That's what I'm trying to accomplish.

Yes, that is the standard operation modus.  You open a PBIX in Power BI Desktop and you publish it to the workspace.  In the workspace you now have a report (with the user interface) and a dataset semantic model with the data and data model.  The dataset semantic model can be re-used by other consumers like other reports or XMLA queries.
