IP Address is blocked between Power BI and SQL Server connection
Looks like it is happening due to IP changes. The best advice I have is to connect to your office VPN first and then login to the database. Since your office network is configied to be allowed to connect to the database, it should work.
I have connect to my company vpn but the issue still persists. Is it because of my Azure account?

I don't think the issue is with your Azure account. The issue is your IP address is blocked by the Azure firewall. I would do the following:
1. Get your IP address. https://www.ipchicken.com/
2. Work with your Azure admin to find out if your IP range is allowed.
3. Based on the outcome from #2, work with your infrastructure/Azure admin to get your IP permitted through Azure firewall.
