I want premium workspace to be created in such a way that only users who has access of that workspace can only access the reports.
For subscription should i opt for?

If users have access to your workspace that means they have access to everything in your worksapce. But it depends on the way you add these users. If you are adding users to your workspace, then you need to be careful about the roles you give them. After all, some roles allow users to reshare to others.

Subscriptions are for a single report, not for the entire workspace. if you have a lot of reports, then you need to create multiple subscriptions.

we actually need a premium access to workspace only, and that workspace should not be of any specific user.
Hi. Let me understand here. What you mean with "to be created"?
You can create a workspace, assign premium capacity (if you have one purchased) and add the users as viewers that you want to grant access.

yes I want premium access to workspace but at the same time i should not be the owner of that workspace.
Well as a Fabric Administrator. Not only can you create workspaces but also change the admin. You could pick any account, app or group to be admin even if you are not a member.
As an alternative you could use the PBI Rest API in order to create workspaces with a Registered Azure App (Service principal): https://learn.microsoft.com/en-us/rest/api/power-bi/groups/add-group-user
That way that service account would be the creator admin and not you personally.
