I can't publish the report on the web (public) I go to the administrator's settings but the option to enable the insertion code does not appear. please help each other

Your tenant need to enable that option and provide otherwise it won't be visible.

It looks like you need to get the administrator of Power BI to enable the ability to embed codes in the Tenant admin settings.
