I can't contact to Call Centre

I alreay sent 4 request to call centre, as I would like to kow about Power BI per Capacity. 

I'm the data analytic in on ofthe Kazakstan Banks, and our director want to purсhase Power BI per capacity. At the moment we use Power BI premium. and the problem is that, the refreshing time of dashboards is 5hr, is it possible to extend that time by using the Power BI per capacity? I red it in

Write a ticket, response time is always very fast

I can schedule 8 refresh on pro per day, premium should have 48 refreshes per day.
