Maybe I didn't understand your question clearly before.
But actually, steps for Conditional Formatting(formatted by Field value) is always the same, no matter for column values or alt text...
You could click the "fx" button to open the conditional formatting dialog. And just as the screenshot shown, when you click "Learn more" button in the lower left corner, it will also lead you to the official document about Conditional Formatting.
