How to transfer power BI subscription (Open Licensing Program) to new tenant?
Our customer has activated Power BI subscription (volume license purchase) in test tenant, now he create new O365 tenant and would transfer subscription to this new.
Could you recommend how to transfer power BI subscription to this new tenant?

If you want to migrate Power BI Content located in the old tenant to the new tenant, you can refer this thread.
The method of moving to a new tenant can refer to this Post.
For office 365 tenant migration, please refer and use office related documents and tools. (In my opinion, I'd like to suggest you open support ticket on office 365 side to get further support)
