I have pro licence and I want to share my dashboard with free users in my organisation only. My company has sharepoint, can I publish it to sharepoint and free users can see it? Please give me some advice. Thank You.

to your questions:
1. No, you can either publish to web for the whole world without any check or you can restrict, but then everyone who should have access also needs a pro license.
2. When you use Premium per User, only other people with Premium per User license can see your content.
From my experience there are 5 approaches:
1. Share it with everyone who knows the link (highly not recommended)!
2. Get everyone a Pro license who should see the report.
3. Get a premium capacity (starting from 4990 USD), then you can share with free users.
4. Share the PBIX-files with other users and they have to use Power BI Desktop.
5. Create a portal/website with a login and use Power BI embedded to include elements from a report or the whole report (needs programming skills).
I think was not really what you wanted to hear, but that's the current situation.
There is no such thing as free. I myself begged and pleaded with my company to get me a Pro License for months. I even wrote a return on investment ROI to obtain a Pro License. Company grants me a license, yeah I'm excited! I spend lots of time creating Dashboards. Then I start to share them accept,... wait.... what... alas, no one can see them or access them because they don't have a Pro or Premium PPU License. What is the point of even selling Pro Licenses? So people can make content that no one will ever see. So, now I got egg on my face for all of the hype I placed on Power Bi. A Pro License was arduous enough to get. Now I would have to try and get Premium for everyone who would only use it as a viewer. Thanks but no thanks

if you want to share a report with free users you have 2 options:
1. The highly dangerous and not recommended "Publish to web" function. Like this the report is visible for everyone in the world who knows the link. This is very dangerous and I would not recommend that at all.
2. The report has to be in Premium capacity. Like this free users can see it as well.
Otherwise you can share it in Sharepoint like described in the following blog post. But like this the user consuming it also needs a pro license if the report is not in premium capacity:

Thank you for the clear explanantion. I have two questions, hopefully you can give me some advice.
1. Can I publish to web but my web has restricted access i.e. Need password to login to the web. Will this work to protect my data?
2. If I purchase premium per user, can I share my dashboards with free users?

Thank you for the great ideas! I have an idea what I can do already.
For non-frequent users, I will just email the PBIX file over. Frequent users can get the premium per user.
