How to save a Power BI Analyze In Excel file without data

Dear All,
Creating an Analysis In Excel file can be complecated regarding the complexity of the data model. This task can't be done by a end user without long explanation. To avoid this difficulty we can prepare a file and prepare the pivot table, then save the xl file as a template.
This file can be used later by another user. Once the file is open, the refresh is running importing the data in compliance with the RLS assigned to this user.

In this scenario the pb is that the template is saved with data. At the opening step, the refresh can be canceled and the data included available ...

So my question in object : Is it possible to create such template without data and how ?

Thank you for your answer, that was the conclusion I came to.
In the meantime, I've designed a solution based on the use of filters. All you have to do is prepare one that works like an on/off switch. The user opens the empty template file and toggles the switch to on.
