How to restrict users from setting their Workspace to 'Preimum Per User' License Mode?

How to restrict users from setting their Workspace to 'Preimum Per User' License Mode? Is this possible?

I can't because they'll still need access to view reports stored within the company’s Premium (PPU) Workspaces.

There are two reasons why;
- We don't want them contributing to the Premium Workspaces storage limits, in non-endorsed Workspaces.
- We're trying to encourage users to utilise the formal workspaces that have been defined for their departments. Not the hundreds of custom workspaces that are scattered across the business.
