How to refresh a dataset that consumes from 2 Dataflows

The Dataset gets its flow from the 2 dataflows, therefore before refreshing the dataset you need to refresh the 2 dataflows. And yes to refresh manually the dataflows you need to have access permission to them or use the refresh mode of the Gateway entreprise.

According to my test, users who only have App(build) permission could not refresh the datasets:

But if they are Members/Admins of the classic workspace, they could take over the settings to refresh datasets:
