How to provide access from power bi services ,more than 20000 users?

Hi All,

Report development has been completed and want to give access using RLS more than 20k audiance. any suggestable approach to provide access to this huge group of ppl.

as per my observation , 

Power BI Report server helps or via power bi services will work more efficiently?

Power Bi Premium is well recommended for companies with 500+ users. With the huge number of users you have it is more than advisable for your company to move to Premium Capacity, this way all your users within the organization will have a free license and be able to connect to your report through RLS as well
