You can get this information with the help of Audit Logs.
There will be a entry logged for every user who has opted for a Power BI Pro Trial. But please note that we can only get this information for 90 days, it's audit logs limitation.
From Power BI Perspective, we can only see the list of users who have opted for the trial. We cannot get all the users and see who has opted for it or who hasn't. May we could do with office365 audit logs.
