Hi experts,
My customer is using Power BI Publish to Web function to publish their content into their website on the internet.
However, the performance is not ideal. (taking 20 secs to load a dashboard)
If we ignore the data/model/presentation optimizations but only from licensing perspective, will they have a better performance using Power BI Premium or Power BI Embedded? Which one should I suggest?
I know Power BI Premium is for enterprise and Power BI Embedded is for ISV, but since they are both capacity/v-core related, I'm confused what to choose in this scenario.

Premium as it was designed for the customer who are looking for an enterprise-grade solution and it comes with extra functionality like ML or incremental refresh for Dataflows or increased Memory cap.
But data/model/presentation optimizations are what should be fixed first in any scenario.

Maybe I should rephrase my question:
Will the performance of Publish to Web change when the customer moving from Pro to Embedded or Premium?
From the document I understood the Embedded and Premium SKU offer dedicate computing resources to the customer, but I'm not sure whether it applies also to Publish to Web.
