With many dozens of reports in production across a number of workspaces, is there a way to find/filter any report that has errored out during a refresh? We are currently reactively finding these issues when users say data has not been refreshed as expected.

Based on your description, you can find "Refresh memory" in Admin Portal and filter all reports which failed to be refreshed.
Be sure to leave the Send refresh failure notification email to me checked. You’ll want to know right away if a scheduled refresh fails.

Did you configured the Send refresh failure notification email to me option on the Power BI Service ? You can find this option in the dataset settings-> Scheduled Refresh.
