How to embed paginated reports
I am following this article:

I am confused with Step 2. What does "Create Capacity" mean?
I have a PPU license. What else do I need to create a sample app showing how a paginated report can run inside of a web page.

For paginated reports, you must back your app workspace with an EM or a P capacity.
After you have purchased capacity nodes in Microsoft 365, you set up the capacity in the Power BI admin portal. You manage Power BI Premium capacities in the Capacity settings section of the portal.
