Hello, DataGuy2016 You Cannot create new/edit measures into Power Bi Service. You can only create/edit using PBI Desktop.

Requirement: You need an access to the Semantic Model of the report in the workspace.
Steps:
| Step# | Step details | Snapshot (if any) |
| 1 | Open Workspace | |
| 2 | Open Report | |
| 3 | Click Edit |

| 4 | Click Open Data Model |
|
| 5 | Click Editing option in the right top corner |
|
| 6 | Open measure, edit measure and save | |
| 7 | Refresh the report already open in Edit mode in another tab |
|
| 8 | Save report and close to Reading View |
New update allows you to do so which was not possible previously. Hope this anwer your question.
