I have a large number piling up, and get emails:
I want to prohibit users to be able to request access.

Same issue here. Discovery disabled and on the specific dataset, I changed to "User will get instructions".
Even though, if a user is sent a link to the report, or sees the report in our custom menu (which list all our official corporate reports) they will be prompt a messagem to ask for access, with the possibility of even sending a note.
My goal is to direct the user to the report responsible, not owner (which is listed on the Menu) and don't process the individual requests. I used the custom message in the Dataset but that message is not shown for users with no access that happen to get the link of the report.
There sould be a global setting in the Tenant to disable the request all together.
Any news or workaround let me know.

On the Power BI Tenant Admin settings there is a switch "Discover Content" which when turned off, will not let users see Dataset to which they have no access, and hence not send any messages requesting access.
Your local Power BI Admin should be able to make this change for you.

I am facing the same issue and I want to disable the function of users being able to request acces on reports or datasets.
With datasets I can use an option within the dataset settings.
I tried your solution and set the discover contet on disabled, however, users can still request access (at least in my test tenant from Microsoft).
It seems like enabling the feature didn't change anything.
Do you or does anybody have further advice?
