Apologies for the earlier miscommunication, you are indeed using the correct Narrative visual. Microsoft has changed how it works in recent versions. you can no longer drag measures directly into it. Instead, you’ll need to place your measures in another visual (such as a Card, KPI, or Table) and then build the Narrative from there.

Hi - I have found the same issue. I believe this is due to the move toward Fabric. Can I recommend HTML Content (lite) Power BI Visual. It's certified and Free and looks and feels nicer than Smart Narrative.
You can use this to contain dynamic measures in a narrative.
