How to create a report from a API data source that is only refreshed when opened or manually

Hi everyone.

I'm looking for the best way to create a dashboard, based on a API response, that is only refreshed when the viewer wants it : either by opening the dashboard or by clicking the Refresh button.

I've heard of streaming and push datasets but I only whe the dataset to be refreshed after an manual action, not everytime there is new data. FYI our subscription is a premium one, the dashboard will be available on powerbi online.
