How to create 2 Power BI apps from 1 workspace?

Each Power BI workspace can only have one app published from it. The workspace to app relationship is one to one, so there is no built in way to publish two separate apps from the same workspace.
If your goal is to show different content or pages to different groups of users, use Audiences inside the single app. In the app setup, go to the Audiences tab, create two audiences, and assign the relevant pages and permissions to each one. That gives you the effect of two apps from one workspace.
If you actually need two fully separate apps, the only option is to put the content in a second workspace and publish a second app from there.

There is only one APP allowed in one Workspace, but if you look at this post you can avoid creating multiple APPs but managing audiences.
