Ok, for the life of me, I can't figure out how to add bookmarks in the service
According to the following excerpt, from Power BI Desktop March Feature Summary, I should be able to create bookmarks
I would like for our users to be able to create their own bookmarks, and I was hoping the below would allow so
"...This means you will no longer need to turn bookmarking on through the Preview feature tab in the Options dialog, and you can now create bookmarks in the Power BI service without needing to first create a bookmark in Power BI Desktop...."

When editing a report in the Service, use the View drop-down and turn on the Bookmark pane.

I don't give my consumers edit privileges on the reports
Bummer, I thought users would be able to add their own "personal" bookmarks

Is this enabled for the users yet? Consumers shows option to add but disabled, Does the author need to create bookmarks for users? The reports are row wise security enabled, it will be ideal if users can bookmark a report with their own filters which should not be shows to other users. So User1 can have bookmark1 and User2 can do the same with different set of filters and create bookmark2.
