Scenario: myriad of people, each should get an email containing only their personal data. Can I do this dynamically, as in iterate over a list?

Advocate IIII still don't come forth understandably. I mean how to pick a value from a list dynamically. But how do I dynamically iterate over a list of people to send emails to? So that I send email to everyone on the list, but everyone gets a different email due to rls.
