How do I switch off comments in my reports in BI Service?

I'm struggling to see where I can switch off the Comments feature to stop our users adding comments to reports until we have decided how we want the business to use this feature. The Comments link appears at the top of all of our reports and is available to every user. I am unable to find the setting to switch this feature off for all users on all reports. Any advive would be very welcome.
