How do I repeat row values of Power BI Matrix table?

I have created a matrix table in the power BI report. I want to repate the row label. Attached the screenshot for the reference. Can anyone help regarding this?

Did you tried adding these fields in the rows section and turning off the stepped layout to get this result ?

I have attached the screenhot below for your reference. I want to repeat the row label. From the SS, I want ctg, airtel should come with repeat in the row label. I have already turend of the steeped layout option for this matrix table.
