How To Increase Row Limit in Power BI Embedded?

Looks like simmilar issue on the paginated report side using report builder when exporting over 1 mil rows:

Same issue once paginated report in the service using embedded capacity:

So it turns out that using report builder you can export more than 1 mil rows using CSV and then will have to open the file using notepad or some other application. Thus is the displaying of over 1 mil rows limited the same way in the service using regular power bi report?
