Hot to put Average by Month in Matrix Visualizations

More simple, but of course with its own downsides, is using the build-in aggregation functions, that create implicit measures; Work with aggregates (sum, average, and so on) in the Power BI service - Power BI | Microsoft Docs

Is your issue solved?
Without the data structure, maybe the measure does not work.
You can refer the AVERAGEX function.
You can also provide your data structure or pbix after removing sensitive information, i will check it in my environment.
