I am a PM on a PowerBI project but have little/no experience with Power BI. I am working with a team of developers whoever that do. I need to clarify if embedded reports can be configured to use a Power BI as a data source.
We have a Power BI embedded licence. When I log into the PowerBI account it denotes that this is a "Pro account".
According to the tutorial, : Tutorial: Embed Power BI content using a sample embed for your customers application
a prerequiste requirement is that the user has a Power BI Pro licence.
It is not clear, the relationship between the Embedded licence and the Power BI Pro of if we have met this requirement.
What we are seeing is that embedded paginated reports only work if we connect directly to the database (SQL data source) and not when we connect to a Power BI datasource. Not clear if this is a licencing issue or technical contraint
Right now, we can get a paginated embedded report working when it uses a direct connection the database (SQL)
we cannot get a paginated embedded report working when it uses a local PowerBI data source (DAX)
Is this a licencing issue? the documentation talks about using Pro/ or Premium licences, not clear if its the same Pro licence we have. https://powerbi.microsoft.com/en-us/pricing/ has a tick for Paginated (RDL) reports but only under Premium, not Pro, this seems to contradict the earlier article where a Pro licence seems sufficient.

I did not find any information indicating that a Pro license seems sufficient in these documents.
After you've completed developing your application, to move to production you'll need to back your workspace with a capacity.

With regard to your statement that you did not find any information indicating that a Pro license seems sufficient in these documents, the first article you listed states Power BI Pro Licence as a pre-requisite requirement. Is it that you can maybe prepare your reports, but to publish them to production, a Premium licence is required? It is not clear where Pro/ Premium intersect with a PowerBI Embedded licence or exactly what is required.
Can anyone tell me?
If PowerBI paginated reports can be published in an embedded capacity using a local PowerBI data source? is this a licencing issue or technical constraint?
